Both Hoover and Roosevelt both mistook the monetary situation. FDR continued and expanded on Hoover policies to give us another 10 years of depression. They both thought we had inflation. But it was such extreme deflation that many jurisdictions starting printing their own money (scrip) so locals had a medium of exchange.
