The word exonerate can mean: to clear, as of an accusation; free from guilt or blame.
Of course, no formal accusation (indictment) was ever brought.

AS you pointed out to me Pelosi is changing the game from investigation to health care. However, the Obama/Clinton gangs need to be investigated.
Exoneration does not exist unless someone has been guilty of a crime, and Mueller said there was no evidence of collusion, therefore no crime.
